Grants from the Foundation’s Unrestricted Fund are made twice yearly to eligible organizations to respond to the community’s changing needs. The Unrestricted Fund was primarily established through the philanthropy of Dr. and Mrs. David Kirkpatrick, Mr. and Mrs. Richard A. Lang, Sr., Dr. and Mrs. John Nesbitt and Rev. Dr. William A. Smith. A bequest from Patricia Ann Downer in memory of her parents, Andrew McAlister Downer and Irene C. Downer, significantly added to the endowment. It continues to grow with support from many generous people in the community.
Marian and Vincent Barsch Fund
An area of interest fund established by the will of Vincent Barsch in 2013. It benefits the Crawford Heritage Community Foundation and/or the preservation of Crawford County, Pennsylvania cemeteries, as directed by the Foundation’s Board of Directors.
An area of interest fund established by the will of Bernadene Cooley in 2007. It benefits grantmaking to programs for children and youth.
Originally established by the will of Ben Franklin in 1788. Through legislation, a portion of this fund was distributed to community foundations in the Commonwealth. The Crawford Heritage Community Foundation established this fund in 1999 as an area of interest endowment fund to benefit grantmaking in Crawford County.
An area of interest fund established by the Hall family in 2022. It benefits the performing arts and/or arts programming, animal rescue organizations, and/or purchase of physical books for libraries.
An endowment fund established by the will of Elizabeth F. Hequembourg in 1939 and transferred to the Crawford Heritage Community Foundation in 2004. It benefits health programs at Titusville Area Schools.
The Kebort Cemetery Fund was established in 2024 to provide funding for maintenance and upkeep of the Kebort Cemetery in Union Township. Grants can be made payable to Union Township or a nonprofit organization that provides maintenance to the cemetery.
An area of interest fund established by the will of Fred Lintner in 1945 and transferred to the Crawford Heritage Community Foundation in 2003. It benefits grantmaking in Titusville, Pennsylvania.
An area of interest fund established by a bequest from the estate of Harold Matthews in 2025. It provides annual funding for discretionary grants to programs and projects that impact the greater Titusville region.
An area of interest fund established by the will of Anna B. Mong in 1950 and transferred to the Crawford Heritage Community Foundation in 2016. It benefits programs that assist any people suffering from any respiratory disease. Preference is for programs in Crawford County. Any remaining funds may be used for programs in Erie, Warren, McKean, Potter, Elk, Cameron, Jefferson, Clearfield, Venango, Clarion, Forest, Mercer, and the Borough of Phillipburg in Centre County.
The Raymond Philip Shafer Foundation was established in 2005 to promote civic responsibility and governmental participation at all levels by high school and college students in the Commonwealth of Pennsylvania. The foundation is a tribute to former Gov. Raymond Philip Shafer’s life of public service. The primary focus is educating young people about their rights and obligations as citizens, including knowledge of public policy, voter registration, and consideration of public service as a career. Grants are awarded to organizations promoting nonpartisan political participation. Scholarships are also provided to college students majoring in political science and who demonstrate a strong interest in politics and the electoral process.
Wayne A. and Jessie B. Stainbrook Fund
In 2022, Wayne and Jessie’s four sons (Dan, Bruce, Lyle and Ted) established the Wayne A. and Jessie B. Stainbrook Fund in memory of their parents. This permanent charitable endowment with the Crawford Heritage Community Foundation will benefit agricultural, environmental, and conservation programs and projects, as well as youth education in those four areas.
Titusville Fund
The fund was established with gifts from the Cressman and Steinbuhler families. A committee of local residents will review the requests for grants and recommend projects based on the scope and depth of their impact on the Titusville community.

An organizational endowment was established by the Blooming Valley Cemetery Association and transferred to the Crawford Heritage Community Foundation in 2010. It provides for the maintenance of Blooming Valley Cemetery.
An organizational endowment established in memory of Myron S. Cadwallader to benefit the YMCA of Titusville. The YMCA is committed to helping people build healthy spirit, mind and body.
Center for Family Services, Inc. helps people and families in Crawford County during times of crisis. Food is distributed from several locations to alleviate hunger. Clothing is provided to those who lack adequate attire. People are taught budgeting to help them live within their means. Short-term direct assistance with rent and utility payments is given when extenuating circumstances cause people to fall behind in payments. Housing counselors assist those at-risk of losing their homes. This endowment helps to support their mission.
The fund is a permanent source of support for the religious, educational and charitable activities of Cochranton Presbyterian Church. It was established through the generosity of members and friends of the church who wished to have their gifts permanently endowed.

The Crawford County Historical Society was established in 1879 to preserve and interpret the history of the county; to make its artifacts and archives accessible to the public; to encourage restoration and preservation of our built history and other real property; and to promote the county’s cultural, economic and educational heritage. These endowments help to support their mission.
The Crawford County Literacy Council sponsored the Crawford County READ Program and worked to improve the functional reading, writing, and math competencies of people in our community. The organization disbanded in 2018. The endowment is now used to make discretionary grants to adult and family literacy.

The Suzanne B. DeArment Endowment Fund for Wildlife supports the Tamarack Wildlife Center in their mission to rescue, treat and release injured, orphaned and sick wildlife. Additionally, Tamarack provides public education programs and materials on the behavior, feeding habits, and natural habitats of many of Pennsylvania’s species of wildlife.
An organizational endowment was established by the Espyville Cemetery Association and transferred to the Crawford Heritage Community Foundation in 2012. It provides for the maintenance of Espyville Cemetery.
The Family Children & Community Association meets the needs of families, children and community by offering excellent programs and services based on Christian principles. This endowment helps to support their mission.
The mission of Women’s Services, Inc. is to meet the needs of women and children in Crawford County by sponsoring, facilitating, and developing programs that meet those needs. Their areas of expertise include providing shelter and counseling support to victims of domestic and sexual violence. This endowment helps to support their mission.
An organizational endowment established in 2015. It benefits 4-H youth development programs in Crawford County.
French Creek Recreational Trails repurposed a disused section of Bessemer and Lake Erie Railroad line to create the Ernst Trail in 1996. The paved and landscaped path is open for public use at no charge. It is used for a range of activities including walking, running, bicycling and rollerblading. This endowment, established with a gift from the estate of Tom McNally, supports maintenance of the trail.
The French Creek Valley Conservancy is a conservation organization dedicated to maintaining and enhancing the exceptional water quality, natural habitat, biological diversity and recreational opportunities of the French Creek watershed in Northwest Pennsylvania. This endowment helps to support their mission.
An organizational endowment established in 2023. It provides for the maintenance for the Hatch Cemetery in Randloph Township.

Originally supporting Hermitage House Youth Services, Inc., this fund now supports Christian Institute for Human Relation (CIHR). Upon the dissolution of Hermitage House in 2022, the funds were redirected to CIHR.

Meadville Area Recreation Complex operates the George S. DeArment Ice Arena, the George J. Barco Aquatic Center, a skate park, tennis courts, nature trail, sand volleyball courts, picnic shelters, and baseball and soccer fields, providing exercise and leisure activities for the people of the greater Meadville area. The B.J. Smith Scholarship Fund was transferred to the Community Foundation in 2020. This scholarship is awarded annually to one or more student(s) who is the child, grandchild, stepchild or foster child of a member in good standing the of the Franklin Section of the American Society of Highway Engineers and will be matriculating or enrolling in an accredited trade/technical school, two-year/community college, or four-year college/university in a program leading to a certificate, associate’s or bachelor’s degree.
Established in 2019, the Cecil Stevenson Memorial Scholarship is named in memory Cecil Stevenson. The purpose is to promote careers in fields that are essential to the tool, die and manufacturing industry, such as mechanical, electrical, technical and precision engineering, machining and CNC programming, mechatronics, robotics, welding and other related fields. Recipients are selected through an application process administered by the NTMA Education Foundation.
The Clara H. and Robert M. Davidson Scholarship(s) are presented annually to one or more student(s) who have graduated or are about to graduate from Titusville High School and will be matriculating or enrolling in an accredited four-year college in a program leading to a bachelor’s degree.
The Cochranton Business and Professional Women’s Scholarship(s) are presented annually to one or more student(s) who are residents of Crawford County, Pennsylvania, who have graduated or are about to graduate from Cochranton High School and will be matriculating or enrolling in an accredited four-year college in a program leading to a bachelor’s degree.
The Cochranton Chapter of the National Honor Society Scholarship is presented annually to a graduating senior from Cochranton High School who will be matriculating or enrolling in an accredited college in a program leading to an associate or bachelor’s degree.
The Cochranton High School Class of ’55 Scholarship Fund was established by members of the first class to attend Cochranton High School on the occasion of their 50th graduation anniversary. The scholarship is presented annually to an outstanding Cochranton High School graduating senior who has excelled in a specific field such as academics, the arts, athletics, community service or music. Applicants must be a resident of Crawford County, Pennsylvania enrolling in an accredited two- or four-year college.
The Cpl. Timothy J. Lauer Scholarship is presented annually to a student who is about to graduate from Cochranton Junior-Senior High School, has completed coursework at the Crawford County Area Vocational-Technical School and is matriculating or enrolling in an accredited trade/technical school, two-year community college or four-year college/university.
The Crawford County Tavern Association Scholarship is presented annually to a student who is about to graduate from the Crawford County Career and Technical Center and is matriculating or enrolling in an accredited trade/technical school, two-year community college or four-year college/university in a program leading to a degree in Hospitality Management or a related field.
Deborah Pifer and her children established a scholarship fund in memory of Earl Pifer. Distributions from the fund shall provide a scholarship annually to one or more deserving student(s) of Fort Leboeuf High School, Waterford Pennsylvania.
The Edminster Science Scholarship is presented annually to a graduating senior from Cambridge Springs High School or Maplewood High School, who plan to enroll in a regionally accredited, nonsectarian, two- or four-year college leading to a degree in Sciences.
The Elias W. and Mae Hasbrouck Hummer Memorial Scholarship(s) are presented annually to one or more student(s) who have graduated or are about to graduate from Titusville High School and will be matriculating or enrolling in an accredited four-year college in a program leading to a bachelor’s degree. Preference is given to those affiliated with Bethel United Methodist Church, Titusville.
The Evelyn and Chalmer Jordan Scholarships are presented annually to select graduating seniors residing within a two-mile radius of Saegertown Borough or attending Saegertown Junior Senior High School who will be matriculating or enrolling in an accredited college/university.
The Evelyn M. Wood Scholarship is presented annually to a graduating senior from a high school in Conneaut, Crawford Central, or Penncrest School Districts who is enrolling in a program leading to a degree in business.
The Friend and Bernice Kerr Scholarship(s) are presented annually to one or more student(s) who have graduated or are about to graduate from Titusville High School and will be matriculating or enrolling in an accredited four-year college in a program leading to a bachelor’s degree.
The F. Gregg Ney Scholarship was established in 1999 by Cochranton Health Services, Inc. to honor the dedicated service of Dr. F. Gregg Ney to the residents of Cochranton. It is presented annually to a graduating senior from Cochranton Junior Senior High School who is matriculating or enrolling in an accredited trade/technical school, two-year community college or four-year college/university in a health services field of study.
A scholarship fund established in 2024. It provides an annual award to a selected graduate of Cochranton Junior Senior High School who is pursuing a degree in music.
The Gary M. Slezak Memorial Scholarship was established in 2001, as a memorial for Gary M. Slezak, a former owner of Heatrex, Inc., of Meadville. The scholarship supports the education of students who plan to pursue certificates or degrees in fields such as mechanical, electrical, technical and precision engineering, machining and CNC programming, mechatronics, or robotics.
In 2002, Dr. Robert Sheehan, Dr. Richard McCarl, and Cochranton Mayor Harry Wood, (all Cochranton High School graduates) established the Richard T. Gill Memorial Scholarship to honor Richard T. (Dick) Gill and “all the men and women who attended Cochranton High School and served their country” in both military and civilian life.
In 2021, the scholarship’s dedication was revised to honor three Gill siblings who served their country in the military.
The scholarship is presented annually to a graduating senior from Cochranton Junior Senior High School who is matriculating or enrolling in an accredited trade/technical school, two-year community college or four-year college/university.

Established in 2021, the Harold and Genevieve Zemlansky Scholarship is presented annually to one or more student(s) who have graduated from Saegertown High School or Cambridge Springs High School and are a resident of the Cussewago Township, in Crawford County, Pennsylvania and will be matriculating or enrolling in an accredited trade/technical school, two-year/community college, or four-year college/university in a program leading to a certificate, associate’s or bachelor’s degree.
The Harry Brown Scholarship(s) are presented annually to one or more student(s) who have graduated or are about to graduate from Titusville High School and will be matriculating or enrolling in an accredited four-year college in a program leading to a bachelor’s degree.
The Hetty Sherwin Scofield Scholarships are presented annually to select graduating seniors who are residents of Crawford County, Pennsylvania, who plan to enroll in a regionally accredited, nonsectarian, two- or four-year college, and who rank in the top quarter of his or her secondary school graduation class.
The James E. Lewis Biology Scholarship is presented annually to a graduating senior from Cochranton Junior Senior High School, who plan to enroll in a regionally accredited, nonsectarian, two- or four-year college leading to a degree in Biology or a related field.
Established in 2015, the Janet and Blair McCurdy Scholarship provides a scholarship annually to students who are about to graduate from Cochranton Junior Senior High School, Meadville Area Senior High School and/or Maplewood High School in Crawford County, Pennsylvania and will be matriculating or enrolling in an accredited two-year/community college, or four-year college/university in a program leading to a certificate, associate’s or bachelor’s degree.
The Jeremy J. Gebhart Scholarship Fund is presented annually to graduating senior(s) from a Crawford County High School who will be enrolling in an accredited trade/technical school, two-year/community college, or four-year college/university in a program leading to a certificate, associate’s or bachelor’s degree.
Established in 2008, the Kenneth Lindberg Family Scholarship is presented annually to a graduating senior from Meadville Area High School who is matriculating or enrolling in an accredited trade/technical school, two-year/community college, or four-year college/university in a program leading to a certificate, associate’s or bachelor’s degree.
The Kenneth and Margaret Deane Scholarship is presented annually to a graduating high school senior in Crawford County, Pennsylvania who will be matriculating or enrolling in an accredited trade/technical school, two-year/community college, or four-year college/university in a program leading to a certificate, associate’s or bachelor’s degree in a field that is essential to the tool, die and manufacturing industry such as mechanical, electrical, technical and/or precision engineering, machining and CNC programming, mechatronics, robotics or other related field
The Lew and Peggy Schaff Scholarships are presented annually to select graduate seniors who are students at Cochranton High School in Cochranton, Pennsylvania, who plan to enroll in a post-secondary education.
The Lee Ann Leech Memorial Scholarship is presented annually to a resident of Crawford County, Pennsylvania who wishes to become a Registered Nurse and is matriculating or enrolling in an accredited two-year community college or four-year college/university in a program leading to an associate degree in nursing or bachelor of science in nursing.
The Mengel family established the Mark E. Mengel Scholarship Fund as a memorial in 2004. The scholarship is presented annually to a graduating senior from Meadville Area High School who is matriculating or enrolling in an accredited four-year college in a program leading to a major or minor degree in computer science. Majors are given preference. Should no student plan to study computer science the scholarship will be awarded to the student with the highest grade in the Advanced Placement (AB) Calculus class.
The Mark Jeffrey Sampson Memorial Scholarship Fund was created in memory of Mark Jeffrey Sampson by his family, friends and community in 2010. Scholarship(s) are presented annually to one or more graduating seniors from Titusville High School who will be matriculating or enrolling in any postsecondary education program leading to a certificate, associate or bachelor’s degree.
The Meadville Medical Center Medical Staff Memorial Scholarship is presented annually to a resident of Crawford County, Pennsylvania, who is matriculating or enrolled in an accredited medical, dental, osteopathic or podiatric school in a program leading to a degree of Doctor of Medicine, dentistry, osteopathy or podiatry.
The Melanie Ann Snyder Scholarship(s) are presented annually to one or more student(s) who have graduated or are about to graduate from Titusville High School and will be matriculating or enrolling in an accredited four-year college in a program leading to a bachelor’s degree.
The M. Lucille Runkel Nursing Scholarship is presented annually to a resident of Crawford County, Pennsylvania or Mercer County, Pennsylvania who wishes to become a Registered Nurse and are matriculating or enrolling in an accredited two-year community college or four-year college/university in a program leading to an associate degree in nursing or Bachelor of Science in nursing. Mary Lucille (Lucille) Runkel was born in Grove City, Pennsylvania. After working to earn money for tuition, she went to nursing school in New Castle, Pennsylvania. She spent more than fifty years working as a Registered Nurse in Greenville, Meadville, Kittaning, Mercer and Cochranton, Pennsylvania as well as at the Polk State School. Lucille also raised three children—all while working the night shift. She loved caring for people and devising creative ways to help them recover. She was curious, gentle, friendly, ambitious and determined.
The Orville and Louise Huber Memorial Scholarship is presented annually to a member of Littles Corners United Methodist Church who will be matriculating or enrolling in an accredited trade/technical school, two-year/community college, or four-year college/university in a program leading to a certificate, associate or bachelor’s degree.
The Paul D. and Caroline S. Shafer Family Scholarship is presented annually to a select student who is matriculated or enrolled in an accredited theological school, divinity school, seminary or equivalent in a program leading to a master’s or doctoral degree. Preference is given to residents of Crawford County, Pennsylvania. The recipient may also be a graduate of a high school located in Crawford County, Pennsylvania or the child of a resident of Crawford County, Pennsylvania.
The R. Budd Dwyer Scholarship Fund was established in 2020. Distributions from the fund shall provide a scholarship annually to one or more student(s) who have graduated from high school and are a resident of the Blooming Valley Borough, in Crawford County, Pennsylvania and will be matriculating or enrolling in an accredited trade/technical school, two-year/community college, or four-year college/university in a program leading to a certificate, associate’s or bachelor’s degree.
The Ronald J. Cummings Scholarship was established as a memorial for Ronald Cummings, a former owner of Canto Tool Corporation of Meadville. The scholarship supports the education of students who plan to pursue certificates or degrees in fields such as mechanical, electrical, technical and precision engineering, machining and CNC programming, mechatronics, or robotics.
The Ross R. and Shirley A. Casella Scholarship(s) are presented annually to one or more student(s) who have graduated from Titusville Area School District (Titusville, Pennsylvania). Dover/New Philadelphia (Ohio) High School, or St. Joseph Catholic Elementary School, (New Philadelphia, Ohio) and will be matriculating or enrolling in an accredited four-year college.
The Ruby Marsh Eldred Scholarships are presented annually to students who have been residents of the central or western sections of Crawford County, Pennsylvania, for at least one year, who plan to enroll in a regionally accredited four-year college or accredited two-year junior or community college, and who rank in the top quarter of his or her secondary school graduation class. The scholarship is granted with the expectation that it may be awarded four times over a period not to exceed five consecutive years. Renewal is based on continued financial need and the total college record.
The Sharp and Mary Proper Scholarship(s) are presented annually to one or more student(s) who have graduated or are about to graduate from Titusville High School and will be matriculating or enrolling in an accredited four-year college in a program leading to a bachelor’s degree.
The Spencer Family Scholarship Fund provides a scholarship annually to one or more student(s) from a high school in Conneaut, Crawford Central, or Penncrest School District, and will be matriculating or enrolling in an accredited two-year/community college, or four-year college/university in a program leading to a bachelor’s degree with a major in the field of Education.
The Sperry Ag Scholarship will be awarded annually to a graduating senior from Conneaut Area Senior High School who is pursuing a degree in agriculture or a related field. The scholarship was established with the Crawford Heritage Community Foundation by the Jody and John Sperry family of Atlantic.
The Ted Stake Memorial Scholarship is presented annually to a graduating senior from a high school in Crawford Central School District who is enrolling in a program leading to a degree in library science or education.
The Thomas M. Watson Memorial Scholarship is presented annually to a student who is a resident of Crawford County, Pennsylvania, who is matriculating or enrolled in an accredited medical, dental, osteopathic or podiatric school in a program leading to a degree of Doctor of Medicine, dentistry, osteopathy or podiatry.
The Uhlin Animal Sciences Scholarship is presented annually and was established in 2023 by Frank and Sandra Uhlin to support Crawford County students pursuing a four-year degree in animal sciences or related majors such as veterinary sciences, biology, or ecological sciences.

Grant Opportunities
We award discretionary grants twice a year to eligible nonprofits, government bodies, municipalities, and schools.
These flexible funds allow us to respond quickly and effectively to emerging challenges and opportunities across Crawford County.
Our Story
The Unrestricted Fund was built through the vision and generosity of Dr. and Mrs. David Kirkpatrick, Mr. and Mrs. Richard A. Lang, Sr., Dr. and Mrs. John Nesbitt, Rev. Dr. William A. Smith, and a bequest from the estate of Patricia Ann Downer in memory of Andrew McAlister Downer and Irene C. Downer.
Today, it continues to grow thanks to the support of many caring individuals across our community.
